The source is an Italian photographer. Maybe he took two photos, or he's just posted a clearer, cropped version.

I'm not 100% convinced by that photo - an amazing stroke of good fortune to capture but also not hard to fake.

There was a storm in Rome, Andrei, from what I can tell searching around.
