The UN have 17,000 troops floating around the DRC. The DRC Army has troops. They both agree that the camp of Rumangabo is strategically important. Yet they seem incapable of protecting it. At first glance, the performance of the U.N. troops looks insanely bad.
ReplyDeleteBut...it may not be the fault of the boots on the ground.
I'm told the ROE are very, very restrictive, intelligence is poor due to tribal rivalries and transport is inadequate.
Unless the U.N. is willing to move populations and set up safe havens, this thing is going to get worse yet.
Yeah, ROE controlled by bureaucrats always make me shudder
ReplyDeleteIt's not the fault of the boots of the ground, at least not the ones fiddling with kiddies that is. But as far as i know they're usually sent to 'monitor'.
