So now that these people are caught, time to send a message to others on what "duty of care" means, and the severe punishments that could be leveled when caregivers (they weren't parents) are found not just to fail in their basic obligations, but to inflict such abuse in the first place.

Mr Coates said social workers who visited the three-bedroom Palmerston home - which housed 17 people - the day before the death found the child lying on the kitchen floor crying.
